The Board of Commissioners of the Newport News Redevelopment and Housing Authority is comprised of seven members who are appointed by the Mayor and City Council of Newport News for a four-year term and are eligible for a one-time reappointment. All commissioners must live in the City of Newport News and one commissioner must be a resident of public housing. The Board meets on the third Tuesday of each month at 8:30 a.m., and is responsible for governing the Agency and setting policy direction. Meetings are held at the Authority’s office at 227-27th Street. Commissioners may be contacted through the Executive Office at 928-2620.

Dr. Lisa Wallace-Davis

Dr. Lisa Wallace-Davis was appointed to the Board of Commissioners in January, 2018 and elected Chairperson of the Board in January, 2024.  Dr. Wallace-Davis is an Optometrist with Luxur-Eyes Optometric Center.

 

 

Thaddeus Holloman

Thaddeus Holloman was appointed to the Board of Commissioners in March, 2021 and elected Vice-Chairperson of the Board in January, 2024. Mr. Holloman is a retired banker.

 

 

Kenneth D. Penrose, Jr.

Kenneth D. Penrose, Jr. was appointed to the Board of Commissioners in January, 2017.  He is a Commercial Real Estate Broker with Thalhimer/Cushman & Wakefield.

 

 

William Black

Mr. Black was appointed to the Board of Commissioners in January, 2019. Mr. Black is a retired licensed architect.

 

 

George Knight

George Knight was appointed to the Board of Commissioners in January, 2020.  Mr. Knight is the owner and operator of Commonwealth Environmental Services in Newport News

 

Lou Call

Lou Call was appointed to the Board of Commissioners in January, 2021. Ms. Call is a residential real estate broker.

 

 

Barbara Holley

Barbara Holley was appointed to the Board of Commissioners in January, 2021.
